The same muscle recovers on a different schedule depending on the movement. Your triceps in a heavy close grip bench are the primary mover. Your triceps in an overhead press are secondary. Your triceps holding position in a bench press for chest are barely doing more than stabilising.
That is why a training split works at all. A push day hits your chest hard and your triceps moderately, so by the time chest is ready again the triceps have long since cleared, and the incidental work they picked up along the way never became the limiting factor.
